At the start of the term of District Governor Rafael “Raffy” Garcia III Last July 2011, PDG Rodolfo “Rudy” San Felipe was appointed to handle the District Club Extension committee. PDG Rudy San Felipe tapped the Visionary Presidents to help him in the possible creation and chartering of new clubs in District 3800. In Zone 2 was chosen and designated as Zone Coordinator.
At the outset, it was agreed that new club to be formed in Zone 2 – Caloocan will be at the area of Bagong Silang, North of Caloocan City, the biggest barangay in Caloocan. This due to fact that there is still no Rotary Club operating within the Bagong Silang area and the present gargantuan population of the said barangay.
As Zone Coordinator, AG Saldy Quimpo presented the area of forming a new club with Board of Directors of the Rotary Club of Caloocan who will be the sponsoring club. Being the oldest club in the district, the Rotary Club of Caloocan is the most qualified club in Zone 2 to sponsor a new club being in the best position of assisting the special representative in planning and achieving the succesful organization of the new club, helping with its early programs, and guiding the new club in its development as the new member of the Rotary Family.
However, things did not turn out that easy as most of the members of the Board of Directors of RC Caloocan were wary about the idea as they would like to give full attention and support the District Goal and Thrust of 100% increase in the membership of the Club, rather than organize another club.
However, AG Saldy Quimpo insisted and argued on the idea and issue the proper certification of sponsorship of a new club.
Hence, the provisional club of the Rotary Club of Metro-East Caloocan was formed with about fifteen (15) initial members and which later increased further in every suceeding meetingof the club. AG Saldy Quimpo was thereafter designated by DG Raffy Garcia III as the District Governor’s Special Representative (DGSR) to personally handle the formation and eventual chartering of this new club
The meeting of RC Metro-East Caloocan was set every Monday at the Brightly Restaurant 10th Avenue, Grace Park, Caloocan City, where most of the members are residing or holding officers of the club, CP Michael “Mike” Alimbuyugin was hesitant, at first, to assume the position, alleging that some of the members were absent and not informed of the election of CP Mike Alimbuyugin as President. However, in the same meeting the entire members present, reiterated their election of CP Michael “Mike” Alimbuyugin as President of the Rotary Club of Metro-East Caloocan.
Since the initial meeting of the clubs, DGSR-AG Saldy Quimpo, Pres. Jerry Ang, PDG Rudy San Felipe San Felipe and other senior membersof the Rotary Club of Caloocan regularly gave talks to the club about Rotary Information and Rotary Organization.
Last April 12, 2012, the Charter of the Rotary Club of Metro-East Caloocan was duly approved by the Rotary International Board of Directors with Michael “Mike” Alimbuyugin as Charter President and other members as charter members of the new club.
